Extrapolating the current savings to the entire userbase, they could save £6'000 every day, for a total of £2.190 million per year? That alone can justify the change and any associated costs, impressive!

I can guarantee you that they're going to spend MUCH MUCH more than that on support infrastructure, probably for the next couple of decades until the boomers die off. Trying to get your average boomer to use a password manager, let alone a passkey is next to impossible.
